Warlocks aka Pactmakers gain their power from a pact that theyve made with a powerful being, which could be a deity or devil or demon or fae or etc. There are many many possibilities. The binding power of pacts in general was granted by Zarzorul, Devil Lord, and all pacts are known by him, and while most pacts include terms for what happens if it is broken, if it is destroyed entirely by both sides, its up to Zarzorul and his council to distribute punishments.

The main differences between oaths (paladins) and pacts (warlocks) is that oaths are not technically binding, but their paladin power is derived by how committed or faithful a person is to the oath, rather than who/what the oath is to. Oaths also tend to be vague and interpretable.

On the other hand, pacts are binding, the majority of the power granted by a pact is by who the pact is to (whether it be a powerful fae/devil/wizard/whatever, or a deity-esque figure).
